Tender writing services cost: how bid writers charge

Published 30 October 2026

There's no official price list for tender writing, and quotes vary widely. UK bid writers tend to charge a day rate, a fixed fee per bid, a success fee, a monthly retainer, or less for a bid review. Cost depends mostly on the pricing model and the size of the bid, so check the tender is worth winning first.

If you've found a public tender you want to win, paying a professional to write the bid can make sense. What it costs depends far more on how the work is priced and how big the bid is than on any standard rate. There's no official price list, and quotes vary widely.

This guide explains the usual pricing models, what pushes the price up or down, and how to make sure the tender is worth paying for in the first place.

What does it cost to write a bid yourself?

Start with the alternative. Small businesses told the Federation of Small Businesses (FSB) that a bid takes on average five days to prepare (FSB, 15 December 2025). That's five days of an owner or manager's time not spent on paid work. Only 5% said they receive comprehensive, actionable feedback, so it can be hard to learn from a loss.

Whether you pay someone or do it yourself, a bid is a real cost. The aim is to spend it on tenders you have a fair chance of winning.

How do bid writers charge?

Bid writers and bid consultancies in the UK tend to price in one of these ways, or a mix of them.

Day rate. You pay for the days the writer works on your bid. This is common for larger or less predictable bids. Ask for an estimate of the days needed and what happens if it runs over.

Fixed fee per bid. One price for an agreed scope, such as a set number of quality questions. This gives you certainty, as long as the scope is clear. Check what isn't covered, such as the pricing schedule or extra rounds of changes.

Success fee. Part of the fee is paid only if you win, often a percentage of the contract value or of the first year. It's sometimes combined with a lower upfront fee. Read the terms closely. Check what counts as a "win", and what you owe if you win a place on a framework that doesn't guarantee any work.

Retainer. A monthly fee for ongoing bid support, usually for businesses bidding regularly. It suits a steady pipeline, not an occasional bid.

Bid review. A cheaper option where someone checks and improves answers you've written. It's useful if you know the work well and mainly need a sharper eye for structure and evidence.

Software and alerts. Subscriptions for tender alerts or writing tools. These help with finding notices and organising answers, but you still do the writing. The official services, Find a Tender and Contracts Finder, send alerts for free.

What makes a bid cost more?

Whatever the model, these things move the price:

Is the writing fee worth it for the contract?

A writing fee is easier to justify on a larger contract. On a small one, it can eat most of the margin.

In our count of Find a Tender notices for September and October 2026, a good share of new tenders in our sectors stated a value under £500,000. That was about 92 of 225 a month in construction, 27 of 60 in training, 3 of 14 in passenger transport, 25 of 122 in care, 10 of 34 in cleaning and 7 of 32 in catering. These counts only include notices that stated a value, so the true number of smaller contracts may be higher.

Before paying for a bid, work out roughly what the contract would earn you, after costs, over its life. Then compare it with the writing fee and your own time.

What should I ask before I hire a bid writer?

It's also worth asking whether they think you should bid at all. A good adviser will tell you when a tender isn't a good fit.

Should I choose the tender before I pay for the bid?

The most expensive bid is a well-written one for a contract you were never likely to win. Check the pass/fail conditions, the value against your turnover, the location, the deadline and who won last time before you spend anything.
